To be very honest, I doubt if you’ll find a foreclosed property for less than $15500.

You may wanna put this amount as a down payment to get a loan from the Govt.
Also if you visit county websites,you will be able to find tax sale properties which may come at your price. Here is a link that gives you access to all the counties in the US. http://publicrecords.netronline.com/

You can search listings at ziprealty.com but they aren’t foreclosures. Lots of short sales.
It is VERY UNLIKELY you will find any house at a foreclose sale for $15,550 in San Diego UNLESS it is a 2nd or 3rd mortgage that is foreclosing.
